As public support for Russia\u2019s invasion of Ukraine appears nonexistent, the CIA and FBI are recruiting Kremlin insiders<\/a> who oppose the war. Last year, during a speech in the United Kingdom, CIA Director Bill Burns said, \u201cDisaffection creates a once-in-a-generation opportunity for us.\u201d<\/p>\n

The Gateway Pundit spoke to James Olson, author and former chief of CIA counterintelligence. The former intelligence official said it\u2019s not uncommon for the CIA and FBI to seek sources, especially sources who are displeased with the actions of their home country.<\/p>\n

\u201cThat\u2019s the name of the game for us,\u201d Olson explained. \u201cThe CIA, in particular, is in the recruitment business, [and] we\u2019re always looking for penetrations of foreign governments, specifically in their intelligence services.\u201d<\/p>\n

Olson is pleased that the CIA and FBI are getting more \u201caggressive\u201d in recruiting spies. In his 2019 book, To Catch a Spy<\/a>, he said that \u201ccounterintelligence that is passive and defensive will fail.\u201d Thus, he has long advocated for America\u2019s intel agencies to \u201cbe offensive.\u201d<\/p>\n

To find an asset, he argued, \u201cWe have to go to them and hit them hard.\u201d According to him, \u201cOne of the aspects of being offensive is to do everything we can to penetrate them.\u201d Because some may be \u201cdisgruntled and disenchanted,\u201d Olson said, the recruitment of Russian foreign intelligence officers should be a top priority.<\/p>\n

\u201cSuccess can be found through the traditional means of the recruitment cycle,\u201d he shared, referring to the process of spotting, assessing, developing, recruiting and handling an agent. But in addition to that, he suggested \u201cwe hang out the shingle and advertise, letting foreign intelligence officers know that U.S. counterintelligence is open and ready for service.\u201d<\/p>\n

Using video advertising<\/a> is \u201cperfect,\u201d said Olson. When recruitment videos provide a secure line, he explained, \u201cWe\u2019re giving them an avenue to come to us.\u201d And according to him, \u201cthe timing is also perfect, [because] there are disillusioned Russians out there in the military, in the intelligence service, and in the diplomatic service who are very opposed to [Vladimir] Putin and are ashamed and angered by the war in Ukraine.\u201d<\/p>\n

The use of recruitment videos is \u201cvery provocative, in your face, and aggressive,\u201d said Olson, adding that, \u201cIt\u2019s okay to be obnoxious, if necessary, and take it right to them.\u201d<\/p>\n

\u201cTo find those who want to strike back and resist to bring down Putin and help the Ukrainian people,\u201d Olson said, \u201cit\u2019s a brilliant approach to let them know the obvious way to do that is by cooperating with the CIA or the FBI.\u201d It\u2019s a means to seek those who have \u201cany kind of a temptation to do something patriotic as they would see it for their country we\u2019re finally providing a way to do it that\u2019s long overdue,\u201d he argued.<\/p>\n

\u201cLet them save some face and preserve their dignity in the process,\u201d Olson said. \u201cYour country has gone wrong and has done criminal acts led by an oppressive tyrant, and you can do something about it\u201d should be the message the U.S. portrays, according to him.<\/p>\n

In this process, Olson noted, U.S. intelligence officials are aware that Russia is probing to find out how the video recruitment process works. \u201cThey\u2019re not only sending some ringers, but they\u2019re actively trying to figure out how they can break into the communication channel,\u201d he explained.<\/p>\n

\u201cWhen someone reaches out, they have to buy their way in, proving their \u2018bona fides\u2019 right up front,\u201d he said. \u201cThey have to bring something to us that convinces us that they are not a potential double agent.\u201d<\/p>\n

\u201cSomething that is truly damaging to the other side is their ticket,\u201d Olson pointed out. \u201cThey simply can\u2019t come empty-handed.\u201d He said what they bring to the table could include \u201csecret plans, documentation of a weapons system, or anything harmful to the Russians if it were released.\u201d<\/p>\n

\u201cIt\u2019s pay to play at its best,\u201d concluded Olson.<\/p>\n
