James O\u2019Keefe has revealed documents, which he received from a \u201chigh-level\u201d Bureau of Prisons whistleblower, showing the Bureau\u2019s new proposed policies that downgrade inmate security classifications for inmates convicted of child pornography offenses and terrorists.<\/strong><\/p>\n

The internal labor relations draft, sent by\u00a0Chief Labor Relations Officer Christopher Wade, outlines several proposed changes to security designation, custody classification, and offense severity scores.<\/p>\n

\u201cA classification system is necessary to place each inmate in the most appropriate security level institution to manage their risk of misconduct, to meet their program needs, and to be consistent with the Bureau\u2019s mission\u00a0to ensure public safety,\u201d one of the documents reads.<\/p>\n

The new policy changes the classification of Child Pornography offenses from a \u201cHigh Severity Offense to a Low Severity Offense.\u201d<\/p>\n

The same \u201clow severity\u201d level is assigned to Animal Cruelty offenses.<\/p>\n

\u201cThe Offense<\/span> Severity category assigns points based on the severity of the inmate\u2019s current offense,<\/span>\u201d according to Zoukis Consulting Group<\/a>.<\/p>\n

Additionally, the \u201cPublic Safety Factor\u201d score for Terrorist Activity has been updated to reflect \u201cmedium-security for men and low-security for women.\u201d<\/p>\n

According to the National Association of Criminal Defense Lawyers, Public Safety Factors \u201cinclude \u2018relevant, factual information about the individual\u2019s current offense, sentence, criminal history, or institutional behavior,\u2019 outside of the general security scoring \u2018that require additional security measures.’\u201d<\/p>\n

The document also states, \u201cPublic Safety Factors (PSF) are removed for Prison Disturbance and Violent Behavior.\u201d<\/p>\n<\/div>\n

O\u2019Keefe\u2019s source provided a statement, saying:<\/p>\n

\u201cI can say with absolute certainty that the BOP is an agency in an existential crisis. If I looked at this agency through the lens of a CEO, I would probably think that complete privatization would be the most sensible route.<\/p>\n

We need at least $5B in infrastructure repairs agency-wide, our health care(especially at my institution) is in absolute shambles, fentanyl and other hard drugs are being used by inmates and can be found anywhere without much effort, contraband cell phones are abundant and\u00a0we have a very serious drone problem (especially at my institution) that\u2019s uncontrollable and extremely dangerous. LEAKED: Bureau of Prisons Insider Exposes Documents Inside DOJ Proposing Policy Downgrading Child Exploitation from a \u201cHigh Severity\u201d to a \u201cLow Severity\u201d Offense<\/p>\n

A high-level source within the U.S. Bureau of Prisons (@OfficialFBOP) has released a series of internal documents detailing a controversial proposal by the BOP to reclassify child exploitation offenses from \u201chigh severity\u201d to \u201clow severity.\u201d Additionally, the new policy would classify terrorism-related offenses for female inmates as \u201clow security\u201d and animal cruelty as a \u201clow-moderate\u201d offense.<\/p>\n

These changes stem from a draft of the Security Designation and Custody Classification Manual, signed by BOP Director Colette S. Peters. The proposal, outlined in a memo dated January 6, 2025, from Christopher Wade, Chief Labor Relations Officer, to Jennifer Hinton, Labor Relations Specialist, is now under union review. Union leaders are soliciting feedback, but unless the union intervenes, the BOP has the authority to implement this policy unilaterally.<\/p>\n

The source who provided these internal BOP documents went on to disclose further concerning details about the agency\u2019s internal struggles stating, \u201cI can say with absolute certainty that the BOP is an agency in an existential crisis,\u201d emphasizing concern for the agency\u2019s effectiveness and future direction.<\/p>\n<\/blockquote>\n
