Republican Congressman Kevin Kiley (R-CA) introduced legislation Monday that could kneecap the GOP\u2019s efforts to reclaim and secure dominance in the U.S. House of Representatives.<\/p>\n

\u201cRep. Kevin Kiley (R-CA) will be introducing legislation to prohibit Mid-Decade Redistricting nationwide. The bill, which Kiley plans to introduce tomorrow, will nullify new maps adopted by states before the 2030 census, including any that are adopted this year.<\/p>\n

For decades, the California Supreme Court has held that the State Constitution forbids\u00a0mid-decade redistricting, and since 2010 redistricting in the state has been done by a voter-approved Independent Citizens Commission. But now, Governor Gavin Newsom is seeking to overturn that long-standing precedent, sideline the Citizens Commission, undo the will of voters, and return line-drawing power to himself and other partisan politicians. The Governor\u2019s brazen scheme has been denounced by groups ranging from Common Cause to the California League of Women Voters.<\/p>\n

\u201cGavin Newsom is trying to subvert the will of voters and do lasting damage to democracy in California,\u201d Rep. Kiley said. \u201cFortunately, Congress has the ability to protect California voters using its authority under the Elections Clause of the U.S. Constitution. This will also stop a damaging redistricting war from breaking out across the country.\u201d\u201d<\/p>\n<\/blockquote>\n

But the problem with Kiley\u2019s bill is that it would not only affect California, but would also ban all 50 states from redrawing their congressional maps before the 2030 census.<\/p>\n

The bill limits states to a single redistricting of congressional districts after the decennial census and congressional apportionment (which happens every 10 years).<\/p>\n

Once a state has redrawn its congressional districts after the census, it may not do so again until the next census unless ordered by a court.<\/p>\n

This bill would significantly affect Texas\u2019s redistricting efforts because it would block Texas Republicans from conducting an additional round of redistricting before the 2030 census.<\/p>\n

Texas Republicans already redrew congressional maps after the 2020 census, as required. But now, they are considering redrawing them again, which would help Republicans garner five seats in Congress.<\/p>\n

If passed, this bill would block a second round of redistricting since Texas was already redistricted after the 2020 census.<\/p>\n
