In late October 2024, a Chinese student at the University of Michigan returned to the early voting location in Ann Arbor, MI, where he had just illegally voted, to retrieve his ballot after his roommate informed him he had committed a crime by voting in the election because he was not a US citizen. The Chinese citizen, 19-year-old Haoxiang Gao, who was on a student visa, was told by the clerk it was too late: his ballot had already been tabulated and could not be returned to him. Because he self-reported his crime, the student was caught and charged with voting illegally. When it came time for him to appear in court, the student had already fled to China.
His illegal vote counted. He canceled a vote cast by a U.S. citizen (stole a vote), and in the end, there was no accountability for his criminal actions.
Welcome to Michigan, where voter rolls are so corrupt that Michigan’s Democrat Attorney General and Democrat Secretary of State are fighting tooth and nail to prevent the U.S. Department of Justice from gaining access to them over “privacy concerns.”
On September 11, 2024, only one month before the election, she appeared before the U.S. House Committee on House Administration with other secretaries of state from key states to insist that illegal aliens voting in our elections was ludicrous. “We’re doing everything we can to ensure that non-citizens are not able to vote and that only US citizens vote in our elections. And it’s working. There’s no evidence that non-citizens are voting—If they were, it would be easy to prove since voting records are public. And despite numerous organizations spending a lot of money to try to convince people that non-citizens are voting, none of these groups have actually been able to provide any evidence of it,” she told the committee.

After the news spread about the Chinese student who illegally voted in Michigan’s November 2024 general election and fled the United States for China, Michigan’s dishonest Secretary of State and Democrat candidate for governor, Jocelyn Benson, was forced to do damage control. Ms. Benson appeared on Local Fox 2 News to address concerns Michigan citizens were voicing in advance of the November 2024 general election about illegal aliens or non-citizens casting votes in the state of Michigan. With a forced smile on her face, the visibly uncomfortable Democrat, Secretary of State, told Fox 2 host Roop Raj, “Only US citizens can vote [in Michigan].” She followed up her blatant mistruth by blaming “misinformation” that’s “injected into our political discourse to try to provoke fear or even confusion about who can vote.”
Benson denied that illegal aliens or non-citizens voting in Michigan’s elections is almost, if not entirely, impossible. “Only U.S. citizens can vote in our elections,” she told the Fox 2 host with a straight face. “There’s no evidence that non-citizens are voting,” she assured him, adding, “There’s ample evidence that only US citizens are voting in our elections—and the reality is, we have so many checks in place with our decentralized election systems that we catch it if anyone attempts to in any way cast a vote if they’re not an eligible voter.” Although there doesn’t appear to be a record of anyone being punished for voting illegally during Jocelyn Benson’s 2-year term, she warned, “And we hold people accountable! “It’s a significant risk, especially for non-citizens, to try to break the law in that regard.”
The smug Democrat used a ridiculous “study” to prove her point that it’s impossible for non-citizens or illegal aliens to vote. “There’s been a study that says there’s more people on the Space Station 7 than there are who have tried to vote illegally nationwide,” she said, while smiling. “So certainly it is infestestimal when it does happen—but we catch it!” Benson told the friendly Fox 2 host, who did his best to help her convince their audience that the idea of non-citizens voting in elections is preposterous.

Meet 6 CRIMINAL non-US citizens and illegal aliens who are on the DHS “Worst of the Worst” list, while also being on another list, the list of registered voters in Michigan (Jocelyn Benon’s Michigan voter rolls). All but one of the men illegally registered to vote in Michigan have been deported for almost one year, but for some reason, they remain on Michigan’s corrupt voter rolls as “ACTIVE” registered voters.
Meet Indra Gurung. ICE describes him as a criminal, an illegal alien. He has prior convictions, including stalking, aggravated stalking, domestic violence, and operating while intoxicated (OWI). Indra Gurung was recently deported back to his country of origin, Bhutan. He is listed on the DHS list of Arrested “Worst of the Worst” criminal illegal aliens in Michigan.
ICE Detroit arrested Indra Gurng in Caledonia, Michigan (Kent County, near Grand Rapids) on June 27, 2025, during the execution of a criminal search warrant. ICE officially describes him as “an illegal alien from Bhutan.” He is no longer on the DHS/ICE Most Wanted fugitive list because he has already been arrested and is in the removal/deportation process.

On March 15, 2017, Indra Gurung registered to vote, while MI SOS Jocelyn Benson, who swore non-citizens voting in Michigan’s elections is rare, was Michigan’s secretary of state. Gurung, despite not being an American citizen, voted in TWO elections. Michigan SOS Jocelyn Benson removed the type of vote cast in Michigan elections after the 2022 election, but we can see that Indra Gurung voted on Election Day in the 2022 midterm election. A judge recently reversed her removal of the vote type after Check My Vote founder Phani Mantravadi sued her.
Meet Wa Kong Lor- In an August 13, 2025, press release, the DHS announced that they have deported “Heinous Criminal Illegal Aliens, Including a Gang Member, Pedophiles, and Drug Traffickers.”
“Today, the Department of Homeland Security (DHS) announced the deportation of Laotian criminal illegal aliens, including a gang member who obstructed a murder investigation, pedophiles, and drug traffickers, back to Laos.
All have been ordered removed by a federal immigration judge, some for decades,” the DHS statement said.
One of the heinous criminal illegal aliens named in the press release is a convicted criminal and Pontiac, Michigan resident, Wa Kong Lor.
Wa Kong Lor is listed as an ACTIVE registered voter in Michigan. He was registered to vote on August 6, 2018, during MI SOS Jocelyn Beson’s first term.
Wa Kong Lor was registered to vote at this home in Pontiac, MI, with his wife, Mai Yia Xiong, and 6 other individuals.
In addition to Wa Kong Lor, who ICE has identified as an illegal alien criminal, 7 additional individuals registered to vote between 2020 and 2025 at the 68 Mathews St, Pontiac, MI, address. (We will leave it up to ICE to determine if they are legal citizens, or not.)
After Wa Kong Lor was detained by ICE, Michigan Democrat State Rep Mae Xiong held a press conference to demonize ICE and demand his return. Ms. Xiong is also a Democrat member of the Michigan House Election Integrity Committee. Does Ms. Xiong, an elected official, always go to bat for illegal alien criminals who register to vote in Michigan?
Meet AFSHIN MASHELI – A green card holder and rapist from Iran. Afshin is on the DHS Most Wanted List.
He was arrested on Feb. 25, 2003, for First Degree Criminal Sexual Assault and was sentenced to 2 1/2 years to 50 years, then resentenced to 5 1/2 to 25 years. He was released from jail, but there is no record of when. Afshin Masheli was arrested again on June 25, 2025, by ICE while living at 8837 Gary St, Dearborn, the same address where he is registered to vote in Michigan.
Not only is Afshin illegally registered to vote, but he is also a regular voter. According to CMV (Check My Vote), which pulls records directly from the monthly Michigan Secretary of State’s QVF (Qualified Voter File), he has voted in at least 3 federal elections in Michigan. Ashfin Masheli registered to vote in 2013. He voted in person in 2016, by absentee ballot in 2020, and again in the 2024 general election. Green card holders are NOT US citizens, and it’s against the law for anyone other than a US citizen to vote in our elections. It’s a felony for a non- citizen to vote in a federal election.
Masheli is a native and citizen of Iran who was admitted to the United States on December 19, 1991, in Chicago, Illinois, on a visitor’s visa, with authorization to remain until June 19, 1992. On May 24, 1993, he was convicted of first-degree retail fraud in the 20th Circuit Court in Grand Haven, Michigan. On October 29, 1993, Afshin Masheli was granted advance parole to travel to Mexico to complete his application for adjustment of status to lawful permanent resident status. On November 12, 1993, he was paroled into the United States at El Paso, Texas, and on July 26, 1995, Masheli became a lawful permanent resident.
On February 25, 2003, Afshin Masheli “was convicted in the 17th Circuit Court in Grand Rapids, Michigan for the offense of Criminal Sexual Conduct – 1st Degree (Personal Injury), as well as for the offense of “Criminal Sexual Conduct – 3rd Degree.” Masheli received prison sentences of “between 5 years and 6 months to 50 years” and “between 3 years to 15 years.”
As a result of the convictions, the Iranian citizen was charged with removability under section 237(a)(2)(A)(iii) of the Immigration and Nationality Act (INA). On May 25, 2005, an immigration judge in the Detroit Immigration Court denied his applications for relief and ordered him removed to Iran. Masheli’s subsequent appeal was denied on July 3, 2007, resulting in a final order of removal to Iran.
According to public records, Ashfin’s deportation has been stalled for years, and the court ordered his release in January 2026 because Iran has long refused to cooperate with the repatriation of its nationals, especially those with criminal convictions.
Masheli’s case reveals a well-documented, long-standing problem that predates recent tensions with Iran, which rarely issues travel documents or accepts deportees from the United States, particularly convicted felons.
The court (Magistrate Judge Phillip J. Green) applied the Supreme Court’s Zadvydas v. Davis ruling, which says that once a final removal order has been in place for 6 months and there is “good reason to believe” removal is not reasonably foreseeable, the person must generally be released from detention. The judge found that Iran’s historical non-cooperation made removal unlikely in the foreseeable future.
Meet SENAGAROUND PHENGLAVANH. According to ICE, he is a 47-year-old illegal alien criminal with several felonies on his record.
Senagaroun Phenglavanh appears in the Homeland Security press release dated August 13, 2025, titled, “ICE Deports Heinous Criminal Illegal Aliens, Including a Gang Member, Pedophiles, and Drug Traffickers.” Phenglavanh’s name also appears on the DHS’s “Worst of the Worst” list. He was deported by ICE in August 2025, as part of a large ICE operation removing Laotian criminal illegal aliens.
According to our research, Phenglavanh has lived in Southeast Michigan for at least 20 years. He is currently an ACTIVE registered voter at 13635 Pfent St. in Detroit, MI. According to the Michigan voter rolls, Sengaround Phenglavanh has been registered to vote in Michigan since 2014. If the SAVE Act had been passed, he would have been removed from the voter rolls, yet almost one year after he was deported, he remains on Michigan’s broken and corrupt voter rolls.
Meet Saithong Thammachanh. He was part of a large group of Laotian nationals with criminal convictions. He was arrested in Muskegon and removed by ICE in late October 2025.
On October 18, 2025, his daughter Jessica Thammachanh asked for help to prevent her father’s deportation by ICE on Facebook.
On March 5, 2025, she confirmed that he had been deported when she posted again on Facebook, asking for help for her father, who had been deported and was having a medical issue in Laos. “Hello everyone, I’m reaching out for any kind of help or information. My dad was deported back to Laos in late October. I believe he is in or near Vientiane,” she wrote.
Despite never having been a US citizen and living in another country after being deported, Saithong Thammachanh continues to be listed as an ACTIVE registered voter in Muskegon, Michigan. The Michigan voter rolls (QVF) reveal that he was registered to vote on January 3, 2024.
And finally, meet Leuam Vannavong, a convicted rapist, burglar, sex offender, and sex offender. He’s number six on the list of illegal aliens or non-citizens with criminal records who are listed on the DHS “Worst of the Worst” list.
On December 17, 2020, he purchased a home at 2968 Riley Ridge Rd. in Holland, Michigan. Public records (property records, people-search databases, and Michigan Sex Offender Registry) show he lived there from late 2020 through at least 2024–2025.
He owned the home for approximately 4 years and 7 months. The Riley Ridge home was sold in September 2025, two months after he was deported. Leauam Vannavong has been registered to vote in MIchigan since 1997 and, although he was deported in July 2025, his name still appears on the Michigan voter rolls as an ACTIVE registered voter at the Holland, MI address.
This is only one small snippet of Michigan’s corrupt voter rolls. If we can prove that these illegal aliens or non-citizen criminals are registered voters in the state of Michigan (most of whom have been living in another country for almost a year), who are still on our voter rolls, imagine what the DOJ could find on our voter rolls if Michigan Secretary of State Jocelyn Benson wasn’t fighting so hard to keep them hidden from the federal government.
Does anyone find it odd that Democrat Senator Elissa Slotkin (MI), who many Michigan residents believe lost her most recent election against Mike Rogers in 2024, has been on a rampage about the prospect of ICE agents being placed at polling places in key states like Michigan? Is it possible Michigan may just have a more serious illegal alien or non-citizen voting problem than we know about?

Oh, and for the record, Jocelyn, these illegal alien criminals on our voter rolls have probably never been on Space Station 7.
Note- There is always the slim possibility that someone else registered these criminals to vote in Michigan elections. We can only use the information publicly available in Jocelyn Benson’s MI QVF (Qualified Voter Files).
